Attack narrative

The manifest-reachable CLI has no install hook, but runtime secret resolution uploads environment-backed declared secrets whenever GitHub Actions OIDC identity is available. The upload uses a default package-defined dashboard host and is labeled a migration rather than requiring an explicit secret-export action. This creates a concrete credential-exfiltration path during normal workflow execution.

Rationale

The source establishes a fixed default receiver, serializes secret values into a PUT request, and invokes that upload automatically in GitHub Actions. Absence of lifecycle hooks does not remove this runtime credential-exfiltration behavior.
