That routine identifies existing clawclaw skill directories across generic agent, Claude, Codex, and OpenClaw locations, backs up differing content, then runs the skills CLI with -y -g to install the bundled skill. This is automatic mutation of foreign and broad AI-agent control surfaces.

Rationale

Source inspection confirms the policy-defined blocking condition: an unconsented postinstall mutates multiple foreign/broad AI-agent skill locations. The opt-out environment variable does not make the default lifecycle action consented.
