Policy narrative

Installing the package triggers its postinstall hook. That hook copies a packaged skill into the user's DeepSeek skills catalog regardless of whether the host installation is found. When its target is present and matches its anchors, it also overwrites client and index files in the installed DeepSeek host package. Although the code takes backups and uses guards, these automatic changes affect a foreign AI-agent control surface and host application without an explicit setup command.
