Policy narrative

Installation invokes a lifecycle script that defaults to global skill synchronization. It creates or refreshes opendevbrowser-managed skill packs in several unrelated AI-agent directories, including Codex and Claude Code, without an explicit user setup command. On qualifying global npm installs, the same postinstall flow can register daemon autostart persistence.

Rationale

This is concrete, unconsented postinstall mutation of broad foreign AI-agent control surfaces, which meets the publish-block policy. The skip flags and lack of lifecycle networking do not restore consent.
