Policy narrative

Installing the package automatically creates and populates Herdr's global configuration and plugin directories. It copies a bundled clipboard plugin without an explicit setup command. When Herdr starts, that plugin launches a detached tmux session that continuously watches a home-directory file and pastes changed content into tmux. This forms an unconsented lifecycle path from npm installation to persistent modification of another agent environment and terminal-input manipulation.
