Policy narrative

Installation invokes `warden init --skip-index` with output suppressed. That command registers a local Warden MCP server in numerous global and project AI-agent configuration files, adds permissive approval settings including Codex auto approval and Cline wildcard approval, writes global/project rules, and can compress existing agent instruction files. These mutations occur without an explicit setup command.

Rationale

The install hook performs unconsented mutation of foreign, broad AI-agent control surfaces and approval settings. This meets the blocking policy even though no network exfiltration was found.
